A decade ago, Nogales Community Development (NCD) was known as Historic Nogales Main Street, a grassroots organization comprised of downtown merchants and property owners. Our primary goal was to revitalize and introduce diversity to downtown Nogales.
We realized that to achieve our goals, we also needed to create more opportunities for small businesses and enhance the lives of residents living in downtown Nogales. That’s when Nogales Community Development was born.
Today, we’re building thriving communities in Nogales and Santa Cruz County -one business, one person at a time- by providing project management for commercial revitalization, business support for entrepreneurs, asset development for individuals and affordable housing for families and individuals.
The Nogales Community Development Corporation offers a variety of programs to help the individual and small business in this community. With programs such as Individual Development Accounts (IDA), small business loans, a Business Resource Center, and the Morley Avenue Entrepreneurial Development Area, NCD is able to integrate programs that reach out to many individuals and small businesses in the community and guide them towards success.
Some of our programs and accomplishments include:
Shopper’s Amenities: NCD manages the maintenance and operations of the public rest rooms in Karem Park for the convenience of the estimated 40,000 shoppers and visitors that come to Nogales each day. NCD also developed a downtown way-finding plan and managed the construction of two informational kiosks.
Terrace Avenue Road Improvement: NCD managed meetings and acted as a liaison between the City of Nogales and the Terrace Avenue property owners during the development phase of this $1 million project that improves the pedestrian amenities, enhances safety, and provides way-finding signage on Terrace Avenue.
Morley Avenue: NCD coordinated a City of Nogales grant from the Arizona Department of Transportation to repair sidewalks, provide pedestrian amenities and lighting and replace a 100-year old waterline that ran between International Street and Court Street. When complete, over $900,000 was invested in the project.
Little Mercado: NCD gathered over $600,000 in resources to develop an empty dirt lot on Morley Avenue for additional parking in the downtown area. The project also added an enterprise area for small businesses to operate food carts and sell crafts.
Business Training: NCD staff is NxLevel Certified to teach the fundamentals of business management, business plan development and entrepreneurship. NCD has provided relevant and practical business training to the Nogales business community on Quick Books, Social Media, Customer Service, Defining Business Success, Getting Your Business Loan Ready and more.
Small Business Loans: NCD offers loans ranging from $10,000 to $100,000 at affordable interest rates so small businesses in our community can have access to capital.
Individual Development Accounts (IDAs) are savings accounts to help individuals and families purchase a home, start a new business or earn a college or technical school degree. For every one dollar that a person saves, Nogales Community Development will match it with two dollars up to a total of $4,000.
Financial Literacy:NCD provides classes for both adults and youth about how to manage credit, budget expenses, and save for the future. The NCD course also reviews banking services and basic loan information.
Housing Counseling: NCD is a HUD certified Housing Counseling agency and is one of 14 Arizona housing counseling agencies authorized for foreclosure mitigation. NCD has one of the highest foreclosure mitigation success rates in Arizona.
In addition to foreclosure counseling, NCD teaches homeowners about the ABC’s of becoming a homeowner including information on how to analyze mortgage affordability, how pay off debt, understanding credit reports and homeownership education.
Housing Rehabilitation: Through a grant funded by Housing and Urban Development (HUD), NCD will be launching a neighborhood stabilization program in the downtown Nogales neighborhoods that will involve community outreach, homeownership education, job training and the rehabilitation of homes.
Volunteer Income Tax Assistance (VITA): In partnership with the Internal Revenue Service (IRS) and other community nonprofit organizations, NCD formed the Frontera Nogales VITA Coalition to provide residents with free income tax preparation assistance.
